Will Obama's proposed tax cut be as successful at stimulating the economy as Bush's "stimulus" tax refunds?

Exactly. Consumer spending is not going to go up to any significant degree with that low of an amount of money. And we need to stop cutting taxes right now anyhow. I agree that it seems like we don't learn anything from one year to the next.
